Palasyo nagpaliwanag sa pag-veto sa Bulacan economic zone, freeport

IPINAGTANGGOL ng Palasyo ang desisyon ni Pangulong Bongbong Marcos na i-veto ang panukalang batas na naglalayong magtayo ng special economic at freeport zone sa Bulacan Airport.

Sinabi ni Press Secretary Trixie Angeles na bagamat nais ni Marcos na matuloy ito, kailangan muna umanong itama ang ilang mga probisyon ng panukalang batas.

“Presidential Veto is fastest way to cure the defects of HB 7575 especially the provision which exempts the Commission on Audit to look into the financial transactions on the special economic zone and freeport,” sabi ni Angeles.

Tiniyak ni Angeles na kung hindi nagdesisyon si Marcos na i-veto, magla-lapse bilang batas ang House Bill 7575 sa July 4 o 30 araw matapos na ipasa ang panukala sa Palasyo.


“Without those necessary amendments indicated in the veto explanation, the law may be vulnerable to constitutional challenge. The delegation of rule-making power on environmental laws which is unique to the special economic zone is of particular concern,” dagdag ni Angeles. 

Aniya, sinulatan din ni Executive Secretary Victor Rodriguez ang Senado at Kamara kaugnay ng Veto Message ni Marcos of HB 7575 o An Act Establishing the Bulacan Airport City Special Economic Zone and Freeport, Province of Bulacan And Appropriating the Funds Therefor.”

Aniya, tuloy rin ang pagpapatayo ng P740 bilyong international airport sa Bulacan.

“The construction of the Bulacan international airport and aero city is not affected by the veto. The presidential veto was meant to include the necessary corrections and include the missing processes that might render HB 7575 entirely unconstitutional,” paliwanag ni Angeles.
