MISMONG si dating Government Corporate Counsel Atty. Rudolf Philip Jurado ang nagpatunay na sadyang napakalaki ng mga allowances na ibinibigay sa mga opisyal ng OGCC.
Ayon kay Jurado, na umupo bilang GC counsel mula 2017 hanggang 2018 noong panahon ng administrasyong Duterte, na halos isang milyong piso ang allowance na tinatanggap ng mga opisyal sa nasbing tanggapan.
Gayunman, iginiit ni Jurado na hindi siya tumanggap ng napakalaking allowance na umaabot sa P800,000 kada buwan.
“I was the Government Corporate Counsel from April 2017 to May 2018. I did not ( and refused to) accept, any allowances from any clients GOCCs, Government Financial Institutions and Water Districts. The allowances could reach as much as 800,000 (800k) a month or even more,” pahayag ni Jurado sa Publiko.
Mabuti na lang anya at na-veto ni Pangulong Bongbong Marcos ang panukala na naglalayong patatagin pa ang nasabing tanggapan sa ilalim ng Department of Justice?
Matatandaan na ibinasura ni Marcos ang Senate Bill 2490 and House Bill 9088, or the proposed Act Strengthening the Office of the Government Corporate Counsel By Rationalizing and Further Professionalizing Its Organization, Upgrading Positions and Appropriating Funds Therefor.
Isa sa mga dahilan kung bakit ibinasura ni Marcos ang panukala ay dahil sa excessive grant ng renumeration, incentive, benefits,, allowances at honoraria sa mga opisyal ng OGCC.
“While I concur the necessity to strengthen the existing structure and complement of the OGCC to make it more responsive to the legal assistance needed by government corporations, I find many of its provisions overbearing, specifically the excessive grant of renumeration, incentives, benefits, allowances, and honoraria that violates the principles of equity and standardization,” ani Marcos.
