House defers acceptance of returned Articles of Impeachment, seeks Senate clarification

THE House of Representatives has officially deferred the acceptance of the articles of impeachment returned by the Senate, pending clarification on the latter’s decision to remand them.

On Wednesday, the House adopted Resolution No. 2346, which affirms that the impeachment proceedings initiated on February 5, 2025, against Vice President Sara Duterte were in full compliance with Article XI, Section 3, Paragraph 5 of the 1987 Constitution.

The resolution was authored by Majority Leader Manuel Jose Dalipe, Senior Deputy Speaker Aurelio Gonzales Jr., and Deputy Speaker David Suarez.

Deputy Speaker Roberto Puno, presiding over the session, approved a motion by Deputy Majority Leader Faustino Dy V to direct the secretary general to issue a formal certification of compliance.

Following this, Dy moved to defer acceptance of the returned articles until the Senate, acting as an impeachment court, addresses clarificatory questions raised by the House prosecution panel.

The Senate had earlier voted 18-5 to remand the impeachment articles to the House, citing concerns about constitutional safeguards, including limits on multiple complaints and jurisdictional authority.

Representative Gerville Luistro confirmed the prosecution panel would file a motion seeking clarification on the Senate’s ruling before reaccepting the articles.
