THE Commission on Elections (Comelec) has ordered Pangasinan’s Urdaneta City Mayor Rammy Parayno and Vice Mayor Jimmy Parayno to explain their controversial “kissing auction” during a campaign rally.
The order, issued on Friday, May 9, by Comelec’s Task Force SAFE (Safeguarding Against Fear and Exclusion in Elections), gives the two candidates three days to explain in writing why they should not face disqualification or election offense charges
The incident involved a supposed bidding war among officials to kiss an elderly woman in the crowd, with bids reportedly reaching P5,000.
Under Comelec Resolution No. 1116, gender-based harassment—including unwanted sexual acts or remarks—is considered an election offense.
If proven guilty, the Paraynos could face disqualification, loss of voting rights, and even jail time.
