Comelec greenlights proclamation of Marcy Teodoro

THE Commission on Elections (Comelec) has issued a Certificate of Finality and Entry of Judgment, officially clearing the way for the proclamation of Marcelino “Marcy” Teodoro as the duly elected congressional representative of Marikina City’s 1st District in the May 2025 polls.

In a resolution dated July 1, the Comelec said the en banc decision issued on June 25, which reversed the earlier cancellation of Teodoro’s certificate of candidacy (CoC), is now final and executory.

No temporary restraining order was issued by the Supreme Court within the required five-day window.

The ruling overturned the Comelec First Division’s December 11, 2024 decision canceling Teodoro’s CoC over alleged misrepresentation of his residency. The Comelec en banc granted Teodoro’s motion for reconsideration, finding insufficient evidence to support the claims filed by Aquilino “Koko” Pimentel III and other petitioners.

With the suspension of his proclamation lifted, Comelec spokesperson John Rex Laudiangco said it is now up to the City Board of Canvassers of Marikina to proclaim Teodoro, who garnered 75,062 votes in the May 12 elections.
