NAIS ni Senador Grace Poe na pagpaliwanagin ang Department of Health sa diumano’y deficiencies nito sa paggasta sa P67.32 bilyong pandemic funds na una nang kinuwestyon ng Commission on Audit.
Dahil dito, naghain si Poe ng resolusyon na humihiling sa Senado na imbestigahan ang mga deficiencies na ito ng kagawaran “have denied our countrymen their right to health at a time when it is most needed.”
“The DOH has a lot of explaining to do. We expect the Senate investigation will help correct these deficiencies, seek accountability and ensure future funds are better managed,” ayon kay Poe sa isang kalatas.
“These funds were provided to strengthen the agency’s health resources in light of the COVID-19 pandemic,” dagdag pa ng senador.
Ilan sa mga tinukoy ng CoA na mga deficiencies ng DOH ay ang non-compliance nito sa mga batas at alituntunin kaugnay sa paggasta ng pondo ng pamahalaan lalo na kung ito ay gagatusin sa ibang layunin.
“Instead of being utilized to support and boost the country’s pandemic response, the funds either remained idle or were not properly and immediately used for their purpose,” ayon sa senador.
Bukod dito, nakita rin ng COA ang low o zero utilization, improper charging of transactions, kaduda-dudang liquidation, procurement na walang legal na basehan, procedural flaws gaya nang di pagsunod sa bidding at marami pang iba.
