THE CIVIL SERVICE COMMISION(CSC) has invalidated for the second time, the appointment of Emmanuel Leyco as president of the Pamantasan ng Lungsod ng Maynila (PLM).
In its eight-page decision, the CSC ruled that Leyco failed to meet the education requirement for the position of PLM president.
Signed by CSC chairperson Alicia dela Rosa-Bala and CSC Commissioner Atty. Aileen Lourdes Lizada, the decision said the petition for review filed by Leyco is “dismissed”. It also affirmed the letter-decision issued February 13, 2020 by the CSC-National Capital Region (NCR) invalidating Leyco’s appointment on the ground of his failure to meet the education requirement of the position.
“Verily, he (Leyco) failed to fully meet the qualification for the position. A copy of the decision shall be furnished the Commission on Audit (COA)-PLM for its appropriate action,” the decision stated.
Records show that on July 1, 2019, Leyco was appointed as a member of the PLM’s board of regents (BOR) for a term of six years.
On July 10, 2019, the PLM-BOR elected Leyco as president. However, on February 13, 2020, the CSC-NCR invalidated Leyco’s appointment on the ground that he did not meet the educational requirement of the position which is a doctorate degree.
Leyco filed a petition for review and a decision was rendered by the CSC on January 18, 2022 dismissing said petition.
In its ruling, the CSC said it applied the Qualification Standards (QS) provided under the 1997 Revised Qualification Standards Manual, pointing out that the Commission on Higher Education (CHED) had categorized the PLM as a local university and is thus covered by the said standards.
It added that the CHED classifies PLM as a local university since its budget comes from the city of Manila.
The decision further said that under the QS manual, the qualifications required of a state university president are: appropriate doctoral degree and five years experience in a position involving management and supervision. Both were not met by Leyco.
It will be recalled that in November 2020, disgruntled board members complained about attempts of a university official to downgrade the requirements for the university president.
Instead of a doctorate degree, the official wants to downgrade the requirement to a masteral degree only.
The attempts succeeded as the PLM inked Board Resolution No. 4807 ; Re: To Rationalize and Standardized the Position of EXECOM Members. This, among others, downgraded the qualifications of PLM President from Doctoral Degree to Masteral Degree with an automatic salary grade of 30-8.
This reportedly made many frown, considering that the required possession of a doctorate degree applies to all presidents of universities and colleges, whether private or public, local or national and this is under the rules set by the Commission on Higher Education (CHED) no less.
Apart from having a doctorate degree (Ph.D.) or Ed.D. (Doctor of Education), the said position also requires “administrative and academic experience” or experience as a dean, vice president or chancellor of a university. Another requirement is “proven track record” as administrator of a college or university. He could also be a former President, Vice-President, Dean, Campus Administrator or Academic Director who directly reports to the President or Vice President of the institution where he served.
The board which It’s good that the CSC decision came out right on time. Graduation is nearing and as such, university Presidents affix their signature on the diplomas.
Can you imagine if Leyco signed the PLM graduates’ diplomas only for his appointment to be invalidated after that???OMG!!
