SINABI ni Albay Rep. Edcel Lagman na unconstitutional ang isinusulong na constitutional convention (con-con) ng Kamara na magbibigay daan sa gagawing pag-amyenda sa Konstitusyon.
Hindi anya naayon sa batas ang nasabing hakbang dahil etsapuwera ang Senado sa panukalang amyendahan ang Saligang Batas.
“The deliberations on Resolution of Both Houses (RBH) No. 6 calling for a Constitutional Convention presently conducted by the House of Representatives singly without meeting in joint session with the Senate is patently unconstitutional and must cease immediately,” sabi ni Lagman.
Idinagdag ni Lagman na sa ilalim ng article XVII ng Konstitusyon, kailangan ng joint session ng Senado at Kamara sa pagrerebisa ng Saligang Batas.
“Neither the House nor the Senate can proceed separately from the other in the exercise of its constituent power,” dagdag pa ni Lagman.
