HUMIRIT si dating presidential spokesperson Harry Roque sa Korte Suprema at kinuwestyon ang arrest order na inisyu ng Quad Committee ng House of Representatives laban sa kanya.
“The actions of the respondents (referring to the House of Representatives Quad Committee) were committed with grave abuse of discretion in exercising their legislative powers in an abusive manner and in usurping the investigative powers reserved for the Executive Branch and the adjudicative powers reserved for the Judicial Branch of government,” ayon sa petisyon na inihain ng anak ni Roque na si Hacintha.
Hiniling rin ni Roque sa Korte Suprema na mag-isyu ito ng Temporary Protection Order laban sa arrest warrant na inisyu ng Kamara at writ certiorari at writ of prohibition para pigilan ang dating opisyal na ilabas ang mga dokumento na hinihingi sa kanya ng komite.
Una nang na-contempt si Roque dahil sa pagtanggi nitong dalhin ang mga hinihinging dokumento ng Quad Committee kaugnay sa diumano’y kaugnayan niya sa illegal Philippine Offshore Gaming Operators (POGOs).
Ilan sa mga hinihinging dokumento ay ang kanyang Statements of Assets, Liabilities, and Net Worth at records na ngkokonek sa kanyang family firm na Biancham Holdings, at land transaction sa Paranaque City.
Giit ni Roque sapat na ang mga pahayag at impormasyong inilatag niya sa isinagawang pagdinig.
“The Quad Committee has wielded its contempt power capriciously and whimsically, meting out punishment simply because some of its members did not like the answers of the resource persons or because the resource persons invoked their constitutional rights,” the petition said.
