Duterte ‘out of line’ sa pagkastigo sa CoA

KINASTIGO ng mga senador ang naging pahayag ni Pangulong Duterte laban sa Commission on Audit.

Sablay umano si Duterte sa ginawa nitong pagbatikos sa CoA habang ipinagtatanggol ang kontrobersyal na si Health Secretary Francisco Duque III, gayong ginagawa lamang ng ahensiya ang trabaho nito.

Paliwanag ni Senador Risa Hontiveros, dapat unawain ni Duterte na ang CoA ay isang constitutional body na hindi dapat diktahan ng anumang sangay ng pamahalaan.

“The President is a lawyer so he should know that the COA is independent. It is a constitutional body and should never be hindered by any government branches from fulfilling its duties — not the executive, legislative, and most especially, the judiciary,” ayon kay Hontiveros.

Matatandaan na sa kanyang Talk to the People nitong martes ng madaling araw, inutasan ni Duterte ang CoA na wag i-flag ang mga ahensiya dahil sa mga deficiency nito dahil nasa gitna ng krisis ang bansa.

Ito ang kanyang naging reaksyon sa pag-flag ng COA sa DOH dahil sa mga deficiency nito kaugnay sa P67.32 bilyong bundget ng DOH para sa COVID response.

Binatikos din ni Senador Panfilo Lacson si Duterte na “out of line” ang pagkastigong ginawa nito sa COA na ginagawa lamang namang ang kanilang trabaho.


“The COA is a constitutional body which is independent of the executive or legislative branches of government, and certainly not under the Office of the President of the Republic. It has the mandate to perform, and no one can dictate on them,” pahayag ni Lacson.

“The President is out of line in publicly castigating the COA, which is just performing its mandate and responsibility to the people and the Constitution,” dagdag pa nito.

Ipinagtanggol naman ni Senate Majority Juan Miguel Zubiri ang COA at sinabi na nagsisilbi itong pangbalense sa ginagawa ng pamahalaan.


“With due respect to our President, that is the job of COA. It is their duty to look and investigate if there are efficiency, inefficiency, feasance, malfeasance, or government inaction on funding,” ani Zubiri.
