THE Commission on Elections (Comelec) has postponed the implementation of Resolution No. 11117, which sets regulations for election surveys ahead of the May 2025 National and Local Elections.
Commissioner Rey Bulay stated that while the resolution was passed, its implementation is on hold to allow further study and the integration of stakeholder recommendations.
The resolution requires survey firms to register with Comelec and submit detailed reports on all election-related surveys they plan to conduct.
“We have withheld its implementation. It has been approved, but we are considering amendments based on the inputs we received today,” Bulay said after meeting with representatives from survey firms on Thursday.
Survey firms raised concerns over several provisions, including mandatory pre-registration, the scope of required reports, and penalties for non-compliance, which range from fines to possible legal action. Some stakeholders urged Comelec to remove liability clauses.
Bulay, who leads the Comelec Task Force on the Regulation and Enforcement of Survey Practices for Election Credibility and Transparency (RESPECT), assured that their feedback will be taken into account.
“All their inputs are valuable, and we welcome their cooperation,” he said, adding that a supplemental resolution could be released within two weeks.
Among those present in the dialogue were representatives from Pulse Asia Research, Publicus Asia, Ibon Foundation, Social Weather Stations, OCTA Research, and Tangere/Acquisition Apps.
