Duterte’s broken promise: End contractualization

ILANG araw na lang, malulusaw na ang kapangyarihan ni Mayor Digong bilang Pangulo ng bansa. He will become powerless on midnight of June 30.

Kung pinirmahan lamang niya ang anti-Endo bill at tinupad ang kanyang pangako to end contractualization, hindi imposibleng matawag pa siyang “bayani” ng mga ordinaryong manggagawang Pilipino sa pagtatapos ng kanyang termino.

But it seemed he allowed himself to be scared and cowed by businessmen– both local and foreign capitalists– who made it appear by saying that by approving the anti-Endo bill many companies will close and massive workers will lose their jobs.

At tsaka marahil iba rin talaga ang pressure kapag tiningnan ka na sa mata ng mga pinagkakautangan mo ng loob kabilang na yung mga “umabuloy” noong panahon ng kampanya.

The anti-Endo bill contains new and clearer definition in criminalizing repeated hiring of same employee after six months. After six months, an employee should be hired by the business owner as regular employee.

The anti-Endo bill also allows repeated contractual and or seasonal work on non-core and non-essential part of the company operations but which are determined by a tripartite process– that is government, labor and businesses’ representatives functioning as one body– that will determine which part of the company operations that seasonal or contractual or end-of-contract employees are allowed to work.

Looking back at what Mayor Digong did and did not do and recalling what he said and did not say, he obviously panicked, he shrank, and he chose to be safe.

He vetoed the entire bill which he earlier ordered to be a priority measure, and broke his campaign promise to end short-term jobs.

Pwede namang inaprubahan nya ang buong panukala at i-address sa implementing rules and regulations ang concerns ng mga negosyante tungkol sa anti-Endo bill.

Sa totoo lang, napakalabnaw at watered down na masyado nitong anti-Endo bill na nakarating sa mesa ng pangulo para sa mga labor and workers’ groups matapos dumaan sa debate, masahe, hilot, at facelifting sa House at Senate upang maging katanggap-tanggap sa labor and business sectors.

Had Mayor Digong signed and approved the measure in its entirety, millions of poor contractual workers– enslaved and kept poor by perpetual temporary job scheme– could have remembered his last days of leadership differently and meaningfully.
