THE 14th month pay bill now pending at the current Congress is a long shot at this time. Napakaganda ng proposal na ito para sa mga manggagawang nasa private and public sector.
The 14th month pay proposal is the same as the existing 13th month pay. The 13th month pay was created by Presidential Decree 851 in 1975 mandating employers to give rank-and-file employees one month equivalent salary on or before December 24.
It could be given in tranches – one half in June and the other half in December.
The implementing rules and regulations of the law was revised and amended throughout the years through executive orders of the president and department orders of the Department of Labor and Employment.
Matagal nang may mga proposed bill na 14th month pay at nakahain palagi ito sa bawa’t Kongreso.
The Trade Union Congress of the Philippines supports this 14th month pay bill to be approved all the way but it does not want to give workers and their families false hope.
At this juncture, there is no enough material time to discuss this proposed14th month pay. Sa aking assessment, hindi sapat ang panahon ng mga kongresista at senador para talakayin ang bill.
Abala na ang mga incumbent senators and congressmen for the May 2022 national and local elections.
Another reason na malabo na ang 14th month pay bill is that our economy is still in the process of reopening and recovering from pandemic crises losses at tiyak na kokontrahin ito ng mga employers and business owners using the pandemic as their excuse.
Sigurado ako na isasalang muli ito sa panibagong kongreso pagkatapos ng 2022 elections. At may nakikita akong posibilidad na mainit na pag-uusapan ito next year dahil sa fully recovered na ang ekonomiya ng Pilipinas.
