Comelec reinstates Marcy Teodoro’s candidacy, clears way for proclamation

THE Commission on Elections (Comelec) en banc has lifted the suspension on the proclamation of Marcelino “Marcy” Teodoro as the duly elected representative of Marikina City’s 1st District.

This comes after the poll body reversed an earlier decision by its First Division that sought to cancel Teodoro’s certificate of candidacy (COC) due to alleged material misrepresentation regarding his address.

In a resolution dated June 25, 2025, the Comelec en banc reinstated Teodoro’s COC, stating that the First Division’s December 2024 ruling is “reversed and set aside,” and the suspension of his proclamation, issued on May 12, is “hereby lifted.”

The 36-page resolution declared that the petitioners—Leighrich Estanislao and Senator Koko Pimentel—failed to substantiate their claims that Teodoro made false statements in his COC.

Teodoro emerged victorious in the 2025 midterm elections, securing 75,062 votes against Pimentel’s 29,091. Despite his clear lead, his official proclamation had been held off due to the disqualification case.

With this new resolution, the Comelec officially reinstates Teodoro’s candidacy and clears the way for his proclamation as the winner in the congressional race.
