USAP-USAPAN ngayon ang panukala ni dating Speaker at ngayon ay Marinduque Rep. Lord Allan Velasco na hindi maaring magkaroon ng bagong sasakyan ang isang indibidwal o pamilya kung wala naman siyang parking space o garahe.
Inihain ni Velasco ang House Bill No. 31 na “No garage, no registration Act” na siya umanong tutugon sa malaking suliranin sa trapiko maging sa mga maliliit na lansangan sa mga komunidad.
“It aims to lessen traffic congestion, curb the number of private vehicles, provide safe and uncluttered pathways, where people may freely walk to their destinations, and maintain a clean and healthy environment by clearing the streets of parked motor vehicles and other similar clutter that reduce the space intended for human and vehicular traffic”.
Sa ilalim ng panukala, ang mga indibidwal na nasa metropolitan area gaya ng Metro Manila at gustong bumili ng bagong sasakyan ay kinakailangang magbigay ng notarized affidavit na nagpapatunay na meron siyang parking space para sa bagong sasakyan.
Bukod sa Metro Manila, sakop din ng panukala na tumutukoy bilang metropolitan areas ay ang mga syudad ng Angeles, Bacolod, Cebu, Baguio, Cagayan de Oro, Batangas, Dagupan, Davao, Iloilo, Naga, at Olongapo, bagamat hindi nililimitahan dito.
Gagawing requirement sa pagkuha ng motor registration Land Transportation Office (LTO) ang affidavit.
“No motor vehicle may be legally conveyed in the absence of a public document duly attested to by the prospective buyer of a motor vehicle and acknowledged before a notary public, that a permanent parking space or facility already exists for the motor vehicle which is subject of the sale,” ayon pa sa panukala.
