Poe urges fair, transparent implementation of no-contact apprehension policy

SENATOR Grace Poe on Wednesday stressed the importance of fairness and transparency in the implementation of the No Contact Apprehension Policy (NCAP), emphasizing that motorists’ rights must be upheld as the policy returns to major Metro Manila roads.

Following the Supreme Court’s partial lifting of the temporary restraining order on NCAP, Poe called on the Department of Transportation (DOTr) and the Metropolitan Manila Development Authority (MMDA) to review and improve their implementation strategies.

She urged the use of a reliable technology provider, high-definition cameras, and a streamlined appeals process so motorists can challenge unjust violations effectively.

“We must not neglect motorists’ rights. The system should be fair, with real opportunities to contest any irregularities,” Poe said.

She also noted that traffic rules must be consistent and well-marked, pointing out how unclear signage often causes confusion.

Poe said while she supports NCAP’s goals of reducing corruption and easing congestion, she added that success depends on proper, honest implementation.
