MALACANANG has ordered the dismissal of National Commission of Senior Citizens (NCSC) Commissioner Reymar Mansilungan over multiple serious offenses, including falsifying academic credentials, misuse of public funds, and insubordination.
The Office of the President released the decision on Friday, based on a ruling dated April 23, 2025 and signed by Executive Secretary Lucas Bersamin.
The case stemmed from complaints filed by Senior Citizens Party-list Rep. Rodolfo Ordanes and a private citizen, Miguelito Garcia.
According to the ruling, Mansilungan falsely claimed in his application that he held a Bachelor of Arts in Mass Communication (Journalism) from the University of the Philippines (UP). However, UP’s Office of the University Registrar confirmed there was “no record of enrollment” for Mansilungan in the university.
The decision also pointed to irregularities in the use of NCSC funds.
Although his mandate was limited to North Luzon, Mansilungan reportedly conducted activities and spent agency resources in South Luzon, the Visayas, and Mindanao without authorization. Travel records and liquidation reports were cited as evidence.
Additionally, he allegedly authorized midyear bonuses for contract-of-service workers, who were not entitled to such benefits under existing rules.
Malacañang found the offenses to constitute serious dishonesty, gross neglect of duty, grave misconduct, and gross insubordination.
“This Office reiterates that public officials and employees are obliged to remain true to the people at all times,” the decision stated. “Integrity is the capital of the government workforce—dishonest acts have no place in public service.”
