LTO suspends license of rider who hid plate to evade NCAP

THE Land Transportation Office (LTO) has slapped a 90-day preventive suspension on the driver’s license of a motorcycle rider who deliberately concealed his plate number to evade the No-Contact Apprehension Policy (NCAP) in Metro Manila.

LTO Chief Assistant Secretary Vigor Mendoza II said Friday the rider, a San Juan resident, was identified after a Facebook post showing the violation went viral.

The photo showed a motorcycle bearing a Move It helmet, with its plate number partially covered using packaging tape. The post was captioned, “NCAP? No problem, magaya nga,” suggesting an intent to evade enforcement.

“This is clearly an act of disrespect to the law. As Secretary Vince Dizon of the Department of Transportation emphasized, such behavior will no longer be tolerated,” Mendoza said.

Aside from the suspension, the rider was summoned to a hearing at the LTO Central Office and issued a show cause order to explain why he should not face further penalties. The investigation also seeks to confirm if the registered owner was the one riding the vehicle.

The MMDA has reminded motorists that covering plate numbers is punishable with a PHP5,000 fine. The NCAP is currently on a one-month dry run as Metro Manila braces for major roadworks.
