AKBAYAN Party-list Rep. Chel Diokno filed a measure seeking to protect the rights and welfare of student interns nationwide, emphasizing the need for fair treatment and proper compensation during work immersion programs.
“As the country continues to grapple with the learning crisis, work immersion programs become even more critical,” Diokno said.
“Through internships, our students gain real-world exposure that allows them to apply their skills and prepare for employment. For these programs to truly serve their purpose, we must also protect interns’ rights and ensure they are treated with respect and dignity.”
House Bill No. 5081, or the Interns’ Rights and Welfare Act, filed by Diokno with Akbayan Reform Bloc members Reps. Perci Cendaña, Dadah Kiram Ismula, and Kaka Bag-ao, seeks to establish a national framework ensuring humane working conditions, fair pay, and protection against abuse and exploitation.
The bill mandates that government interns receive a stipend equivalent to 75 percent of Salary Grade 1, Step 1, while private-sector interns receive 75 percent of the minimum wage, prorated based on hours worked.
It also requires a memorandum of agreement and a detailed internship plan between schools and employers to ensure learning outcomes are met.
A multi-agency task force, composed of the CHED, DOLE, CSC, and student representatives, will monitor compliance, investigate complaints, and penalize violators.
“This bill ensures no student has to choose between learning and being exploited,” Diokno said. “It’s our duty to guarantee both quality education and fair treatment.”
