THE Civil Service Commission (CSC) has reminded all government officials and employees to refrain from engaging in partisan political activities on social media—including liking, sharing, and reposting content—in the run-up to the May 2025 elections.
In Memorandum Circular No. 03 dated March 31, the CSC clarified that such actions, when used to solicit support for or against a candidate or political party during the campaign period, are considered partisan political activity and are strictly prohibited under the 1987 Constitution and existing laws.
“Social media functions such as ‘liking,’ ‘commenting,’ ‘sharing,’ reposting or following a candidate’s or party’s account are considered as ‘partisan political activity’ if these are resorted to as means to solicit support for or against a candidate or party during the campaign period,” the memo stated.
The CSC emphasized that these violations may occur even outside office hours or outside office premises, as long as they fall within the official campaign period.
First-time violators may face a suspension of up to six months, while a second offense could result in dismissal from service.
