Counsel: Former Bulacan engineer Henry Alacantara did not retract Senate testimony

THE lawyer of former Bulacan 1st District Engineering Office engineer Henry C. Alcantara on Monday denied reports claiming his client has recanted his testimony before the Senate Blue Ribbon Committee, saying the allegations are untrue.

In a statement dated January 12, the ELJ Law Office said Alcantara stands by the statements he made during Senate hearings and in other related proceedings, contrary to claims circulating on social media and in some news reports.

The statement clarified that Alcantara has entered into a Memorandum of Agreement with the Department of Justice as part of the requirements for his admission to the Witness Protection, Security and Benefit Program. His legal counsel said the agreement does not amount to a retraction of his earlier testimony but reflects his commitment to cooperate with authorities.

The lawyer added that Alcantara remains bound by the agreement to assist investigators in establishing the facts and ensuring accountability in the cases under review.

According to the statement, the evaluation of Alcantara’s testimony, as well as those of other parties involved in the cases, now rests with the Department of Justice’s panel of prosecutors, in line with existing laws and procedures.

The counsel also called on the public to rely only on verified and reliable sources of information, warning that reports not issued by the DOJ or the undersigned legal counsel should be treated with caution.

Alcantara previously testified in Senate inquiries looking into alleged irregularities in flood control projects, which have come under scrutiny amid concerns over the use of public funds. Investigations related to the case remain ongoing.
